How do I go about studying abroad?

I plan on majoring in Spanish, I want to be a police officer and you get hired almost immediately if you can speak another beneficial language. I also wouldn't mind teaching English or something in a Spanish speaking country. Someone recommended studying abroad in a Spanish speaking country for 1 year. Is there any type of college program / activities that lets you work towards your degree while traveling to a different country????
