Can a probation officer call your landlord?

My father was in a situation that he was cleared of, but placed under probation for a year. He had an housing visit appointment and waited for her through the morning, however, my father is ill and getting worse, this case his bad teeth caused a severe jaw ache. He called, and called, and left messages, but no answer. Unable to handle the pain, he visited the hospital. Upon his return to his new apartment not even 20 days old, his landlord told him he is to move within 30 days because the P.O. called her and told her everything apparently. My father is very ill, becoming slowly fragile and doesn't trust living in seniors homes. What can I do to correct this situation? Can I sue her and or have her removed, or at the least switch to a more professional and fair-minded Probation Officer?
